What happens when passengers don't return to the ship on time? Well, the ship leaves without them! But if the passengers get to the pier before their ship has gotten too far, they can go out to the ship on the pilot boat, which has to go out to the ship anyways to return the pilot to shore. (See the passengers left on the pier.)

Normally, a local pilot must navigate ships into and out of port. This is especially important for many Caribbean ports since the route into and out of many ports can be rather narrow.
